At two sites that I know of who use PROP there have been no problems
with time changes occurring while the PROP machines were active.
I have a list of service machines that I cycle (VM/Backup and
Explore/VM among them), but I wouldn't be willing to swear that
there's any reason to do it. If it's an easy service machine to
cycle then it's easier to do it than to figure out whether it would
have a problem.
We haven't had to worry about SFS servers.

We haven't IPLd for a time change in 3 years. In fact, if it wasn't
for a CP upgrade and the occasional power problem, we wouldn't re-IPL VM
at all. If there is an app that doesn't like it, that gets recycled
individually. We have a wide variety of z/OS, Linux and CMS based apps and
only a couple of ancient ones have an issue (PROP gets cranky). Springing
forward isn't too bad. Going back is harder, as they think they are repeating
themselves.
