Not via a CP command, no, though you can use the SNMP Agent DPI on CMS to talk to the HMC to manipulate the LPAR weights and caps. The SNMP Agent DPI is documented in the VM TCP/IP Programming Reference. The SNMP MIB for the HMC is in the System z9 and zSeries API Reference, SB10-7030, available from Resource Link.
