Sometime in the distant past, I wrote a small EXEC that could be run in a disconnected machine and displayed a defined panel to a dialed user, then disconnected. In this situation, you could use it in the VSEOLD machine to tell them how to call the help desk for assistance. I'll see if I can find it and post it.
