I suspect that the only thing that will successfully copy the tapes is
DDR under VM.  Which of course leads to the catch22 that the VM system
has no access to the 3590s.  Right?

A possibility is that if you could get some stand-alone time on the
system with the 3590s (perhaps a test LPAR), you could run stand alone
DDR to do the copy.
