The legal issues have been dealt with. There remains the practical issue 
 -- what are you going to  
do  if there is a problem with your mods at 3 AM some Sunday morning? Wha
t about DR? I would 
make sure you have reasonably good access to the other shop. You might be
 able to justify HLASM 
for reliability (7x24) or DR purposes, even if you could mostly get by wi
thout it.

I should also point out that when you get to z/VM 5.2.0 there may be a lo
t of reassembling -- or 
even reworking  -- of mods required.

I don't know whether more features of the HLASM are required by newer rel
eases, but it wouldn't 
surprise me.
