There's the rub. The first level VM cannot use a VTAPE. It would be handy if it 
could use one like CMS, TPF, z/VM, z/OS, et. al., running in a virtual machine 
can. After all, the drive has to be attached to a user, so it doesn't seem a 
great leap to use a device created for the virtual machine by a define command.

SPXTAPE requires an RDEV.  A 2nd level SPXTAPE could use a 1st level 
VTAPE.
