Didn't IBM make these available as IBM manuals at some
point. I think I used to have them (an IBMer bought me
them as a present when I stopped working on stuff for
IBM).

You may be referring to a Redbook: GG24-3376-06
It's 5 years old so it will miss some of the new stuff, but the 1000
pages do provide a good starting point for learning this. And writing
your own TCP/IP client and server on the (same) CMS command line is a
good way to see how it works.
