I would put these two areas on separate volumes, to reduce the likelihood of an outage wiping out your complete spooling data.

I have never seen a good reason for not having them on sysres. They are required to IPL so if you move them and the new pack gets damaged you will need to restore them standalone from a backup. One more thing to worry about in your DR.
