HELP DMS1146E says that you need to REGEN the filepool with a larger 
MAXUSERS, not just REORG it.  The control disk (containing the catalog) 
will probably need to be made larger as well.  (So says my resident SFS 
expert.)  Follow the instructions in the SFS book for regenerating the 
filepool.
