In this particular case, he (I apologize if the original poster
was a she, I really don't remember) might *not* want to update
the system config.

Since the true intention is to add *page* space, how about this:
1) FORMAT 100 new cyls of page space on the existing
    RES or PAGE (never skip formatting page/spool space)
2) ALLOC the 100 cyls as page space
------ till here will only take effect at the next IPL, whenever....
3) FORMAT 100 cyls on a NON-CPOWNED pack,
4) ALLOC the 100 cyls as page space
5) DEFINE the volume as CPOWNED (but do NOT
    update SYSTEM CONFIG)
------ this will give us additional page space on that volume,
       but only UNTIL the next IPL. when it reverts to NON-CPOWNED
