I think I have what I need to make them satifisfied for now.  Course
anyone who's been around for a while can tell you it can all be faked
anyway with ddr and not using cms access... Oh well :)

nice - it's still stored as a two digit year! It's the flag somewhere 
which has the >= 19 knowledge.
