Do the install second level. You do all the customization in the 2nd level system, copy the USER DIRECT (merging in the changes between 1st and 2nd level), etc from the 1st level system, then when you're ready, you DDR the 2nd level system to spare packs (making sure your old spool and sysres packs are OFFLINE_AT_IPL in the 5.2 SYSTEM CONFIG) and IPL from the new system.
