Hello Tom,

I am on z/VM 4.3. 

If you do a NETSTAT ?, you will see all the commands you are allowed.
Is OBEY there?

Commands available:

BLOCK adr - Ignore packets from an IP address

CP command- Issue a CP command

DELARP adr- Delete ARP cache entry for an IP address

DROP n    - Drop a TCP connection

OBEY stmt - Change TCP/IP configuration

RESETDOS  - Clear denial of service attack information

RESETPOOL - Reset record of pool informs sent

UNBLOCK adr - Process packets from an IP address

( SELECT select-value1...select-value6

            For ALL CLIENTS CONN GATE INTERVAL TELNET select specific
info
