Don--I don't remember if I had previously suggested this to you or to someone else, but here it is anyway.  FCOPY has a GARBLE option.  The program and technique are getting a little old now, but it may be OK until you can get the hardware you need.  Here's some HELP on it.

GARBLE       Will compress data within the file,  and "garble" the data using a
             user supplied encryption key in such a manner that the file cannot
             be reconstructed without  specifying the proper encryption  key. A
             read is issued  for the 8 character  key or the  password  can  be
             be specified via the PASSWORD option.                                                                                                             

PASSWORD yyy The password to be used for unpacking a garbled file  or to garble
             a file  can be  specified  on the input line.  A key  of  up to  8
             characters can be specified.
                                      
UNPACK       Reverses the  PACK, or  GARBLE operation. If  the packed  file had
             been GARBLED,  then the user will  be prompted for  the encryption
             key be to used in reconstructing the file.  Also will unpack files
             packed by either the COPYFILE or TERSE functions.
