Solved. In the PROFILE TCPIP I uncommented only port 21. I had to do
that for port 20 as well. I should have paid more attention!

TCP/IP is running and I am telneting. I do see there is a problem

I figured out that FTP was not enabled (i.e un-commented) in PROFILE
TCPIP. Fixed, cycled TCPIP and it is now working.
