Solved. In the PROFILE TCPIP I uncommented only port 21. I had to do that for port 20 as well. I should have paid more attention!

Too bad I responded early. Now when I try to get directory listing in an FTP session, I get this error:

I figured out that FTP was not enabled (i.e un-commented) in PROFILE TCPIP. Fixed, cycled TCPIP and it is now working.
