I read the Microsoft "Activating ActiveX Controls" at

and I think it's saying I'm out of luck getting that Performance Toolkit
Feature to work.

This is the result of some legal stuff between Microsoft and Eolas 
Technology.  Microsoft had to update IE because of their infringement on

an Eolas patent.  Check out the following link:
