If this is to be for only a very few screens, the free options may suffice. I 
do not know the current price, but the venerable XMENU/E (lineage Amdahl => 
Kolinar => VMSG => Sterling => CA) is still around and is one of the best of 
the WYSIWYG menu applications.

Although one caveat is that neither can be licensed on IFLs without
special bids (and they're *really expensive* in that scenario). 

Don't know whether that applies in this case, but none of the other
solutions mentioned cares whether it's std or IFL engines.
