Do you have a MODIFY command in your SYSTEM CONFIG? If so, the override file is ignored at system start-up

The system is then IPLed as a level 2 system and it works. This morning I IPLed this system as the level 1 system. It was necessary to resave the UCR override file... This is a spool file. All my volumes have unique names... There are no duplicate spool volumes. These volumes are all cylinder 0-end...
