Do you have a MODIFY command in your SYSTEM CONFIG? If so, the override file is 
ignored at system start-up

This has me puzzled...

I have an override UCR file set up to add an additional privilege class.

The system was running as a level 2 system.  This override file worked fine.

The level 2 system was IPLed as a level 1 system, the UCR override file is
not functioning.  I can resave it (OVERRIDE CLASS OVERRIDE (IMMEDIATE ) and
it works.  The system is then IPLed as a level 2 system and it works.

This morning I IPLed this system as the level 1 system.  It was necessary to
resave the UCR override file...  This is a spool file.  All my volumes have
unique names...  There are no duplicate spool volumes.  These volumes are
all cylinder 0-end...

Any ideas as to why the UCR file would not work when the system became a
level 1 system?
