Yes, that used to be true ... VM would eventually end up allocating all
the drives to the various MVS systems, then it could never get a tape
drive back for its own use.

This is no longer the case ... the MULTIPATH feature implemented a few
years ago in CA MIM for z/VM addresses this problem ... that's why I
mentioned MULTIPATH in my original response.

As Dennis mentioned ... there is ATS, but that is in fact a z/OS *only*
solution, there's no component for z/VM.
