With what guest operating system? Not with CMS. Not with Linux. MVS, VM (CP), VSE (with a lockfile) are ok (dunno about TPF) as long as you're using link mode MWV. If you're sharing a full-pack mini with an LPAR, then you need to define the volume as SHARED in SYSTEM CONFIG in addition to using link mode MWV. The "V" causes CP to respect virtual reserve/release. If you want to share files in CMS, use the Shared File System. If you want to share files in Linux, use GFS or NFS.
