You are close. :-)
    SHOW <queue> <spoolid>    ( USER <userid>
worked, but USERID gets 
DMSSHO003E INVALID OPTION 'USERID'

The funny thing about this option is that 
while it is obviously put into SHOW by one of the V/SEG
mods, it does NOT appear in the description of the 
SHOW command which is printed in the VSEG manual!
(At least in the old manual I looked in)

Anyway, this definitely makes it relatively easy 
to use SHOW to analyze and deal with spool files 
of any user on the system.
