Essentially, yes, you do not do it by XEDIT of SYSTEM SEGID but by generating 
the segments using:
 
VMFSGMAP SEGBLD ESASEGS SEGBLIST
VMFBLD PPF SEGBLD ESASEGS SEGBLIST dcssname (SERVICED
