What (exactly) is it that you would want logged?  All commands executed
by the user and/or all sub-commands that they may call?  If so, SOME of
that is captured in the console spooling, but not all (and console
spooling can be easily changed by the user - for example #CP SPOOL
CONSOLE STOP PURGE and poof, all gone).
 
There is a product called CMAP (Command MAP) that is a configurable
product that will intercept some/all SVC202's - I have used this several
times in the past with excellent results.  You can trap ALL SVC202's
initially (and collect a TREMENDOUS amount of data), and look at all of
the "benign" stuff that is of no interest (things like IDENTIFY, QUERY,
etc.) and filter those SVC202's out.  As you filter more and more
unimportant data what emerges is a very, VERY accurate collection of
data showing everything that was actually executed by the user, and how
it was executed (i.e. from command line, called by another program, etc.
etc.).  Macro 4 in NJ is the current owner of the product, I believe it
was originally either a VM Systems Group or Kolinar product.
