My MACHINE statement in the USER DIRECT is :

 MACH ESA                      
 CPU 00 CPUID 0821AE NODEDICATE
*CPU 01 CPUID 0821AE NODEDICATE

We commented out the second CPU.

No I'm (and I'm sure Marcy) are referring to the directory entry for the
VSE guest, where you can define multiple CPUs.  Check your MACHINE
statement.
