All commands must be executed in MAINT

VMFBUILD can do it for DCSSes:
  EXEC VMFBLD PPF SEGBLD ESASEGS SEGBLIST segment (ALL
  (before this, issue Q SEGMENT and SEGMENT RELEASE for any segment you
find loaded) 

GCS must be made by another variation of VMFBLD
  CP PUR R CLASS N
  CP SP D * CLASS N
  VMFBLD PPPF ZVM GCS GCTLOAD * (ALL SETUP
  CP SP C CLASS N
  IPL 00C CLEAR

CMS is the easiest:  
 SAMPNSS CMS 
 IPL 190 PARM SAVESYS CMS

Note: when you rebuild GCS, you must be sure *all* GCS users can be
restarted: after a rebuild a user that ipls GCS will get the new GCS
NSS, which would be different from that used by the GCS recovery
machine, and the IPL GCS will fail.
