Troy, please re-read Appendix A of the TCP/IP Planning book.  All of the 
steps you need to go through to enable the FTP server to use RACF are 
there.  Pay special attention to step 7.

Access to what VMBATCH profile, with what access?  Perhaps you have a 
discrete VMBATCH profile such that you need to use FTPPERM rather than a 
generic profile?
