It seems something worthy of requirement.  The mechanism you describe has 
been invented, but it sits on a shelf on the Island of Misfit Toys, 
unloved, waiting for someone ... anyone ... to take an interest.

I should point out that SET PRODUCT conveniently comes with Diag 0x27C 
(privclass ANY) to enable apps to find out if ENABLE or DISABLE has been 
set, as well as retreive the DESCRIPTION of the product.

So, right now, yes, SET PRODUCT is the closest thing you have to a 
system-wide name/value mapping function.
