It shouldn't be. It should "WTF?' Rexx is a mighty fine language in almost every way, but its treatment of case has been, iirc, the subject of some annoyance in previous discussions.
(NB 1 Do I get the impression that work on mainframe REXX has practically ceased? Mooted new features have never appeared, Object Rexx has never made it to the mainframe. It has a somewhat 'abandoned' feel to it these days.) (NB 2 If you haven't been paying attention the OpenRexx folks have made sterling progress and v 3.2 is expected out the end of this month.
