I believe the HMC operations guide has information on using this support. From a z/VM documentation perspective, chapter 4 in the "z/VM Systems Management Application Programming" publication describes setting up and configuring the server environment. This is for the request servers and worker servers. The VSMPROXY server did not make it into the 5.3.0 books. However all your need to do is have this server aulologged. The userid is already defined in the 5.3.0 directory, and the SMAPI authfile has an entry for it. (VSMWORK1 SAMPAUTH then gets renamed at install time to VSMWORK1 AUTHLIST).
