The first PUT2PROD could be skipped, however the two invocations of the service exec are necessary. The only time you can invoke the service exec with multiple envelope names is if they are part of a logical set ( VMSES format stacked tapes), as is the case with a multiple volume RSU. The service recommendations from the bucket are delivered as COR service and requires a specific invocation of the service exec with that envelope name. The service exec keeps a cumulative list of actions required by PUT2PROD.
