The steps for rebuilding the NSSes and DCSSes are in the Service Guide

For DCSSes you can [probably] use DCSSBKUP and DCSSRSAV commands.  For 
NSSes, there is no IBM-supported way I can think of to copy an NSS to disk 
without a tape drive as an intermediary.  Just recreate CMS and GCS (if 
needed).

Fair warning: A stand-alone CP dump requires a tape drive (not VTAPE).

Looking at the General Information Manual, I see that we should probably 
update the "Server requirements" to include a tape drive for spool file 
backup and stand-alone dump.
