Use the TCPNJE support in PNET and RSCS. No VTAM needed, quick and easy to set up. If you use host names rather than IP addresses in the configuration and set up RSCSDNS, then you should be able to move systems around at will (assuming the DNS name still resolves, and you don't have to hork around with firewalls)
