I guess it is VM's support for the Network Station, an IBM attempt to
provide a cheap thin client to as opposed to PCs.
The PTF dates match: in 1998 I was part of the Java and NetRexx VM
Redbook team (SG24-5148) and we used a Network Station as terminal.
It hung several times per day and had to be rebooted.  The Unix based
code was then downloaded from VM.
