I have seen this before. The x'11' seems to be special 'sometimes'. I just tried it with x3270 and did not have a problem. The last time I hit it was many years ago about the time I was using either extra or a real 3270 device so I think it is hardware or emulator related. (I really think it was back on real hardware.)
