If you'd like to know what RACF provides for SFS, read chapter 15 of the 
RACF Security Administrator's Guide.  To summarize, RACF provides 
protection and audit for
- Directories
- Files
- External objects
- SFS administrator commands
- SFS operator commands

These are protected separately, so you could, for example, choose to 
control only the admin and operator commands, leaving 
file/directory/object protection to the SFS server (GRANT AUTH), yet still 
use RACF to audit access.  (This is one thing you cannot do with 
minidisks: Audit individual file access.)

As to whether that's "all the functionality of SafeSFS," I leave to those 
more familiar with SafeSFS.
