We have a very large number of CEC's in our installation, many of which share DASD (and other devices). We made a decision at the dawn of time that any device would only have 1 identity (address) in the whole installation. We also had some other constraints related to the device address range that TPF could use for consoles and tapes. We would plan ranges for different types of device and, within that, the address ranges for different devices. Unfortunately, with the recent explosion of the amount of DASD, we no longer have sufficient device addresses in the range 0000-FFFF to give each device a unique address so there is some replacement of DASD ranges. You can imagine - we have to be very careful !!
