There is a problem in a tape-tape copy that (so far) nobody has
mentioned that can bite you in the rear.  If the o/p tape is just a bit
shorter than the i/p tape then the copy will either fail or will ask for
a second reel.  Both cases leave you with useless twins of your b/u
tapes.

When VM/Backup is running with twin o/p tapes, it stops and asks for the
next pair of tapes when the first one reaches eof.  I don't know about
HYDRO, but assume it does the same thing.
