There is indeed a CMS Pipelines RTL stage for STSI. The file "PIPELINE
NEWS" reports in part:

STSI Store System Information. The operand consists of three
digits indicating the configuration level to write.
STSI must be a first stage.
These configurations can currently be requested: 111, 121,
122, 221, 222, 322. You can however, specify any three
hexadecimal digits, should hardware or software support more
in future.
The output record is 4096 bytes long, as this is the
architeced size of the system information block, but most of
it contains binary zeros. Refer to the Principles of
Operation manual for the contents of the system information
block.
You need VM support and hardware support for this. The VM
support is being shipped for current releases as preventive
service. The hardware support ships on G6 and later machines.
Without the corresponding hardware feature, you can obtain
information about the virtual machine only (i.e., code 322).

However, you need to interpret the PIPE's STSI stage output. The STSIUSE
does it for you.
Interestingly, the STSIUSE EXEC uses a "STSI" rexx stage, and then
interprets the output via Pipes stages.
