Richard is correct.  The only type of CP Owned space the cylinder 0
restriction applies to is TDISK, and CPFMTXA / ICKDSF enforces that
restriction when allocating TDISK space.  

There are suggestions in various places to avoid cylinder 0 in general, b
ut
the restriction really only applies to TDISK space.  There's nothing wron
g
with using cylinder 0 for spool or page, as long as you're sure you know
what you're doing.
