I found it by searching for "3490" and then looking for "Reference" in the 
title.

I think that's the last time we published the command interface to tape 
drives (1992).  The 3590 Hardware Reference describes only the SCSI 
interface.

That's bit 1 of sense byte 1.  :-)  Also I see that after a successful 
rewind/unload, the SENSE format should be format 22 with ERA 52.  I have 
no idea if it should have INTERVENTION REQUIRED turned on or not.
