Perhaps you are not issuing SHUTDOWN REIPL from a userid with privclass "A"?

Or you modified SHUTDOWN in "SYSTEM CONFIG" to a different class?

Or you are not watching the console defined first in Operator_consoles?

Or... It IPLs so quickly that you're just not expecting that?  ;-)

But most of all, as Sir Rich suggests, what do you see when you enter the 
command (and from what userid)?
