You are right. The IOCP wasn't generated with the Dynamic capability.

I attempted to define some new 3590s dynamically on some chpids that are
in
our IOCP but don't have any devices on them. I got this error message:

HCPCCO6816E Dynamic I/O changes are not allowed on this system
this is zVM 4.4 on a Z9 so I think it is capable of dynamic definitions.
what is preventing the dynamic define? is the IOCP not generated correctly
to
allow for dynamic changes?
