also by using a names file and RSCS tell can send messages to remote systems.
Although it eventually uses the CP MESSAGE command anyway locally, tell support 
mixed case messages.

For one thing, MSG is a CP command while TELL is CMS. Because it is CMS, TELL 
can use a NAMES file to determine the recipients.
