Because it's running a hipervisor and you are _probably_ logged onto a 
userid on that system.

So...

1) Be sure that the PROFILE EXEC that's run when you logon to IPL that 2nd 
level system contains: 'SET RUN ON' 
   (and that nothing has reverted that).
2) From the 1st level userid that you logged onto to IPL your 2nd level 
system:
    Press that PA1 key, check that the system_identifier in the bottom 
right-hand corner of your 3270 screen switches
    from the 2nd level system_identifier to the 1st level 
system_identifier, and enter: CP DISC
3) If you are on a 3280 that DIALed into the 2nd level system, UNDIAL and 
then go to #2 above.
