Not necessarily. I just signed onto one of my Linux guests and did a
#cp signal shutdown within 10
command. The last few lines on the screen are:
sysfs umounted
/dev/dasda1 umounted
1A..done..done
Shutting down MD Raid ..done
Stopping udevd:..done
proc umounted
Please stand by while rebooting the system...
00: HCPSIG2112I Signal timeout interval has expired
md: stopping all md devices.
Restarting system.
.
01: HCPGSP2629I The virtual machine is placed in CP mode due to a SIGP stop from
 CPU 01.
00: HCPGIR450W CP entered; disabled wait PSW 00020001 80000000 00000000 00000FFF

The guest is still logged on, and z/VM (5.1 in this case) didn't force it off.
