-Use ICKDSF (or CPFMTXA) to format a new pack, allocate (part of) it as SPOL
-Use Q CPOWNED to find a slot number that is RESERVED
-Add the volume in the CP Owned list in SYSTEM CONFIG, use
 the slot number you found in Q CPOWNED.
 If the number of RESERVED slots os low, add a few
 (these new reserved slots become available only after IPL)
-Run CPSYNTAX to verify SYSTEM CONFIG
-Issue DEFINE CPOWNED, using the same slot number as above
-ATTACH the new volume to SYSTEM
