I have seen slow SSH response during the login and password prompt part of the session that was caused by an incorrect or non-working DNS server setup on the host. The delay was caused by a non working or invalid primary DNS server, then when the secondary DNS server was asked (after a timeout) the SSH connection/prompt was presented. Aria.
