I don't mean to be dense, Ian, but you need to draw a diagram.  I'm lost. 
I can tell you that Proxy ARP only helps for traffic coming in from a LAN 
that is destined for an adjacent system connected by CTC or IUCV.

It sounds vaguely like you've got System A with a LAN connection and 
System B with only a CTC to System A.  Now you want to connect System C to 
System B in some way so that A can route to B to C.  Or something.  I 
can't even identify which operating system is which.  Sorry.

No recess for me today.  I have to stay in and write sentences on the
