I just saw that the SERVICE exec directly recreates a GCS saved segment.
For CMS the processing is correct: the PUT2PROD EXEC creates the saved segment.

That is too soon, saving GCS clearly means "put in production".  And,
to make things worse: when a new GCS is saved no new user can join the
active GCS group.  E.g. suppose you have AVSVM, VTAM and RSCS active
and GCS is resaved..  If you stop RSCS for some reason: restarting
RSCS becomes impossible, all GCS members must be brought down before
one can restart RSCS.
