On my 2nd lvl 5.4 system the Vista emulator 1.26, dated Aug. 20, 2008 works.  Having problems on my production 5.4 systems but that is an SSL installation problem and will be the subject of another posting. We're building a more detailed list that will include the specific levels for both tn3270 and ftp. Note that some of the above do not support negotiated SSL. Those that fail will also fail with z/OS since it's the same SSL/TLS implementation.
